For a moment, the UK government dreamed of transforming ChatGPT into a public utility, with a proposal to provide nationwide access to its premium service for £2 billion. This vision, discussed by Technology Secretary Peter Kyle and OpenAI CEO Sam Altman, would have treated advanced AI as an essential service for all citizens.

The concept re-frames a commercial subscription product as a piece of national digital infrastructure, akin to public broadcasting or universal broadband. It implies that in the 21st century, access to powerful AI tools could be considered a right, essential for full participation in society and the economy.

This momentary dream was shattered by the practical reality of its cost. Sources confirm the idea was not taken seriously by the minister precisely because of the immense financial commitment it would have required. The dream of an AI utility was too expensive to become a reality.

Although the idea was short-lived, it raises profound questions about the future role of AI. As technology becomes more capable and integrated into our lives, the debate over whether it should be a privately sold commodity or a publicly provided service is likely to grow more intense.
