President Vladimir Putin has placed the onus for the future of arms control squarely on the United States by voluntarily capping Russia’s nuclear arsenal for one year. The unilateral decision to adhere to the expired New START treaty’s limits is a direct challenge to Washington to show similar restraint.

In a televised statement, Putin said the move was intended to “avoid provoking a further strategic arms race” and to maintain stability. By self-imposing the limit of 1,550 deployed warheads, Russia is publicly demonstrating its stated commitment to predictability.

The message to Washington was unambiguous. Putin stressed that this measure is only “viable if the United States acts in a similar manner.” This makes the U.S. response the single most important factor in determining whether this period of restraint will last.

The Russian leader also presented a potential reward for a positive U.S. response. He suggested that mutual adherence to the caps could “make a significant contribution to creating an atmosphere conducive to substantive strategic dialogue,” opening the door to broader talks.
